(Beyhaki) --- Ýnsanlar, neye layýk iseler, ona uygun bir yönetimle yönetilirler. Ýyi hal sahibi kiþilerin baþýna kötü bir yönetimin geçtiði görülmemiþtir. Çünkü kötü bir yönetimin iyiler üzerinde uzun zaman hükümran olmasý imkansýzdýr. Þerli insanlarýn baþýnda da iyi yönetimlerin kalmasý söz konusu bile olamaz.
